Peaceful criticism, lawful organising, petitioning, reporting wrongdoing, giving evidence and peaceful public advocacy are legitimate civic actions, and good-faith whistleblowers should be protected against retaliation.

These protections do not immunise violence, fraud, threats or other unlawful conduct, while reporting channels, evidentiary rules, anti-retaliation procedures, remedies and any future whistleblower reward system belong in legislation and the Civic Protection Policy Paper.

The purpose is to ensure that government cannot criminalise lawful civic action merely because it is inconvenient, embarrassing or critical while keeping ordinary crimes subject to ordinary law.
