Citizens have a civic duty not to destroy or abuse public property, infrastructure, the environment or shared institutions, while government carries the matching duty to maintain those assets honestly and responsibly.
Ordinary damage, theft, pollution or other wrongdoing remains subject to ordinary law rather than a new ideological civic offence, while penalties, maintenance standards, environmental programmes, reporting systems and community schemes belong in the relevant Policy Papers and legislation.
The purpose is to treat public assets as a shared responsibility without asking citizens to protect what government itself neglects or mismanages.

Citizens should protect shared assets and the environment, while government maintains them honestly.
