Citizens and businesses should pay only taxes, fees and charges lawfully created and publicly stated, through lawful payment routes that produce a verifiable receipt and allow an incorrect demand to be challenged.
No official, institution or informal authority may invent a levy merely because it has the practical power to collect one, while rates, collection systems, enforcement and appeal procedures belong in fiscal legislation and the Tax Administration Policy Paper.
The purpose is to make civic contribution lawful and predictable rather than exposing people to overlapping, improvised or invisible demands.

The manifesto does not fix numeric tax rates or fiscal ceilings. It calls for a clear map of lawful taxing authority, fair tax design and challengeable administration. Debt, explicit liabilities, contingent exposures and ordinary future expenditure remain distinct; borrowing is permitted only within sustainable rules, and renaming a commitment does not hide it.
