The educator covenant continues through secondary education, requiring strong professional preparation, competitive conditions, welfare, continuing development, national standards and accountability for academic teachers, technical and vocational instructors, craft professionals who teach, and sports coaches.
These professions need not share identical qualifications, certification, pay structures, workloads or career systems, so those detailed arrangements belong in the Teacher, Technical Education and Sports Education Policy Papers.
The purpose is to make all three secondary pathways credible by ensuring that each is led by capable professionals rather than treating one as the real education and the others as leftovers.

Evidence and limits
Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.

Standards require a workforce: training, certification, continuing development, reasonable workloads and viable professional conditions. The lawful path calls for expanding teacher preparation before full activation. Flexible day and evening arrangements may improve access, but flexibility does not remove quality requirements. The manifesto supplies no completed teacher-costing or staffing plan.
Teacher numbers, deployment, training capacity and recurrent funding need implementation modelling.
