Let Secondary Education Develop Every Kind of Talent
GREEN WHITE GO MANIFESTO — 2026.10.01 · CANONICAL THREE-SENTENCE UNIT
The final five years of Secondary Education keep learners within one school community while developing three equal-dignity domains — Core Academic, Technical / Vocational / Craft, and Sport — with graduation requiring excellence in at least two of the three and pathways remaining open enough that early choices do not become permanent labels.
Every LGA also guarantees gifted-development pathways for exceptional academic, technical / vocational / craft and sporting talent, and specialist education and support capacity for children with disabilities and additional learning needs, while ordinary schools remain responsible for inclusion wherever appropriate; the meaning of excellence, assessment, certification, gifted selection, disability support, staffing, facilities and operating models belong in the relevant Education Policy Papers.
The purpose is to treat different forms of talent seriously rather than making academic ability the only respected route and leaving technical, craft or sporting excellence as second-class alternatives.

Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.
