Add Five More Foundations in Every Ward
GREEN WHITE GO MANIFESTO — 2026.10.01 · CANONICAL THREE-SENTENCE UNIT
Senior Basic lasts five years at Ward level, adding five compulsory foundation areas to the first five so every learner completes ten years of broad Basic Education across ten compulsory subject areas before strong specialisation.
The exact second five subjects, curriculum, teaching hours, assessment, examinations, progression and staffing belong in the Education and Curriculum Policy Papers rather than being fixed prematurely in the manifesto.
The purpose is to give every child a broad base of knowledge and capability before asking them to make stronger choices about what they will study, practise or pursue.

Evidence and limits
Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.

No. Ward-level secondary capacity is intended to support academic, technical, vocational, creative and sporting talent. Larger Wards may need additional campuses or specialist institutions. Pathways must remain open and reversible rather than sorting poorer children into inferior routes.
