Green White Go begins its educator covenant with foundation teachers: serious professional preparation, competitive compensation, welfare, continuing development, national standards and accountability should make teaching capable of attracting and retaining highly capable Nigerians.
That covenant will scale through the wider education system, while pay formulas, certification cycles, workloads, staffing, promotion and deployment belong in the Teacher Policy Paper and implementing legislation.
The purpose is to build both capable citizens and productive human capital by treating the people responsible for a child’s first years of learning as skilled professionals whose quality matters to the whole country.

Nigeria has a statutory framework for free and compulsory primary and junior-secondary education. The current UBE framework describes transition from primary to junior secondary as automatic. Green White Go's nursery footprint, common-entrance proposal, vocational year and Civic Grid service guarantees are therefore proposals beyond the present statutory floor.
Evidence and limits
Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.

Local enforcement begins with help. GWG pairs attendance duties with meals, transport and targeted support. Government has duties too: it cannot reasonably insist on attendance while leaving families without a reachable school or the support needed to stay there.
