Every child should be enrolled in school, with government and families sharing responsibility for attendance and government providing practical support when poverty, transport difficulty, disability, family crisis or another remediable barrier would otherwise keep a child out.
The governing rule is help before coercion: support should come before punishment, while the detailed design of meals, transport, benefits, hardship rules, attendance systems, enforcement and appeals belongs in the Education and Family Support Policy Papers and legislation.
The purpose is to make universal education a realistic shared obligation rather than a demand that ignores the circumstances preventing some children from reaching and remaining in school.

Nigeria has a statutory framework for free and compulsory primary and junior-secondary education. The current UBE framework describes transition from primary to junior secondary as automatic. Green White Go's nursery footprint, common-entrance proposal, vocational year and Civic Grid service guarantees are therefore proposals beyond the present statutory floor.
Evidence and limits
Service guarantees are destination proposals. Geographic feasibility, workforce, facilities, recurrent funding and costing require implementation work; a legal duty alone is not proof of access.
The proposal remains distinct from current law and from evidence for individual components.

The proposal fixes five foundational subjects to one national standard, a common entrance at the end of primary education and a practical vocational year. It does not fix the complete curriculum composition here. The manifesto expressly distinguishes this proposal from the present UBE automatic-progression framework; the dated education note explains that boundary.
