Green White Go proposes two tiers of government, Local and Federal. It adds one Zonal coordination layer that the Constitution would recognise.

The Federation guarantees the national floor.

Coordination with limits

The Geo-economic Zone is a layer for economic work and work across LGAs. It is not another government. The LGA Directors of each Zone form the Council of LGA Directors. They pick a Zonal Chief Executive (ZCE) from a pool of qualified applicants from outside the Council.

No sitting Director can use that vote to promote themselves. The Federal Government treats the ZCE as the Zone's main point of contact for authorised economic and cross-LGA work.

The ZCE helps the Zone's LGAs act together where scale matters:

  • attracting investment;
  • major infrastructure;
  • economic strategy for the Zone;
  • shared systems;
  • emergency coordination;
  • other joint work that is expressly authorised.

The ZCE is not a Governor. The ZCE does not inherit any of a Governor's leftover constitutional powers. The Council may remove the ZCE by a two-thirds vote, with reasons published. When a new group of Directors takes office, it picks a ZCE afresh for the new cycle. If a Zone is substantially reshaped, it also gets a fresh ZCE selection.

The ZCE's pay is set in law, in the open. The ZCE cannot set it.

The Geo-economic Zone has:

  • no legislature;
  • no Zonal Police;
  • no separate judiciary;
  • no leftover sovereign power;
  • no general power to tax;
  • no power to borrow on its own.

A Zone's money may come from: published formula contributions from its LGAs; specific Federal or project funding; and lawful income from authorised shared services. Every one of these flows stays under Pillar 6's open-budget, fiscal and audit rules.

The Federation evens things out. The Zone does not. A published federal system supports LGAs that truly cannot raise enough money to pay for the national floor.

It looks at:

  • need for services;
  • number of residents;
  • geography;
  • cost of delivery;
  • what the LGA can really raise for itself.

It must not reward an LGA for collecting less than it could. It must not reward creating extra administrative units just to get more. Creating or merging LGAs and Zones does not automatically increase the support anyone is owed. The Geo-economic Zone coordinates. The Federation guarantees.

The LGA governs and delivers.

The Federation evens things out. The Geo-economic Zone does not.
